Conventional System

Fundraiser Telephone Solicitor: “The Police need money.”
Donor: “Who doesn’t?”
Typical donation pitch: “Sir/Ma’am, can you donate $25 for the local police? They need money for equipment, training, wounded/fallen officers, etc...”
Generally speaking, of the $25 that might be donated, a small fraction – something on the order of $5 – might go to the police.
Age old question: “Can't I just give the money directly to the police?”

Many third party solicitation organizations have a steep operating overhead – sometimes on the order of 80%. Too much money is wasted.

CCD

Local Police: “We need $2453.57 for a new K-9 unit and $3218.81 for three (3) sets of personal body armor.”
Donor: “OK, I’ll put $35 towards the K-9 unit.”
